Guideline for the promotion of climate protection projects in municipalities
Funding for the introduction of an energy management system
The new Municipal Guideline supports municipal actors in reducing greenhouse gas emissions and increasing energy efficiency. It provides for funding for wide range of measures. Investments eligible for funding include energy management software and the necessary hardware, e.g. meters and measurement technology.
Funding of up to €70,000 is possible for the software and hardware alone.

Who is eligible for funding?
- Municipalities, municipal companies, and other municipal actors
- Day-care centers, schools, and universities
- Sports clubs, religious communities, and social and welfare associations
- Contractors and non-profit associations
What is eligible for funding?
- Implementation and expansion of energy management or environmental management systems
How much funding is available?
Funding rates of up to 90% are possible:
- Energy management software: Material expenses up to a maximum of €20,000
- Mobile and permanently installed measurement technology, meters, and sensors:
Material expenses up to a maximum of €50,000
